Does this mean the new expanded bank slots are in effect now? or after the whole game goes into effect?

I am under the impression that none of the additions will be in place until the expansion goes live. They are doing the patches weekly so that when the expansion goes live it won't be such a great ordeal to get everything going.

That's correct, all of the changes will go live on/about Feb 24th for those accounts that have purchased Legacy of Ykesha. These changes do not affect anyone else...
