Note that you are probably only buying the level 1 version of the spell, so it's only partially reaching its full potential. Think of spell levels this way: You have a buff that gives 230hps when you cast it at level 53, but 232hps at lvl 54, and 236hps at lvl 55. All pure casters have spells that reach full potential after several levels later than when you can first cast it.

Spell "levels" will be the same only instead of the restrictions being placed because of the caster's level, the restrictions are based on certain qualifications that the person has completed. These restrictions are more focused on how far the person is to the end game. Predictions suggest that getting the level 1 spell will be fairly easy and accessible to everyone, getting the level 2 spell will require some group activity or uber soloing, and getting the level 3 will be require some stronger raid content. In this way, people who require more out of their spells will be able to get more out of their spells.
