Wayfarers of Veeshan

1) When you see a mob "on track", can you (before actually seeing the mob visually) target it somehow?

2) Is it possible for non-targetable mobs to be on track (such as "old gourdhead" in Misty Thicket, or "Pain and suffering"(?) in lavastorm)?

To the first question, no unless it's visible. All you can do is find out if it's ahead, ahead to the right / left, behind etc.

Never tried to track a non-targetable mob so I don't know.

For the second, Yes, you can usually track non targetable mobs.

There are some mobs that are UN-trackable though.
