I have only been there about 3 times, and I think the fourth floor was as high as I have been, this was always with a group and I never was a "Key Looter". It is a super fun Dungeon, and every time I have been there I have had great time !!
To save us alot of travel time I will go ahead and run my Cleric over to the ToFS before we meet up in PoK. That way I can just switch to the Wizzy and TL / Port everyone to IceClad Ocean.
Below is a bit of research that I have done and info collected from a few sites:

The Tower of Frozen Shadow is located at 1700, 2850 in the Iceclad Ocean.
Level Range: 30 to 45
Description: Located just off of the Icy Fingers, this is a huge, multi-story tower. The tower consists of at least seven floors, and in order to advance to the next floor, you need to get a key from a boss mob on the previous floor. These keys are not soulbound, so if you die in an upper floor, you will have to fight your way back up to your corpse, or tag along with a party that has a key. There is a lot of very nice loot in this tower, especially for its levels.
Level 1 Need
Crystal Key to go to 2nd Floor.
You zone into a small room, with a larger room in front. There is a larger room beyond that, with a slippery floor, and a pit with a few shadowbones. This floor mostly holds shadowbone skeletons and other undead, which are all around level 30 in range. The key to the second floor (known as the crystal key) is found on "A Large Undead Gnoll" who seems to spawn after enough skeletons are slain.
Tip: A Large Undead Gnoll (Level 33) - This keymaster spawns out of a dead mobs corpse. Once you kill the correct mob whether a Shadowbone or Shadow Beast, this Gnoll will spring out of the corpse (much like the Tainted and Corrupted mobs) and attack! So this mob is completely random.
Level 2 Need
Three Toothed Key to go to 3rd Floor.
This is the Library. As you approach the portal in the back of the slippery room (the one to the right) a distant voice says, 'Please, you must turn back. They no longer know, they no longer recognize..' Its triggered as a trap (not disarmable) and "respawns" every minute or so. Use the crystal key you got from the gnoll and gather your party at the portal. when everyone is close enough to be off the stairs (heh, shrink helps here) person holding the key clicks, and you all pop in. (Keys are no drop.) This is a very large room, with bookcases, "a ghostly student", "a ghostly scholar", "Librarian", "a ghostly teacher" and "Librarian assistant". Killing enough spawns the Angry Librarian, who holds the key to the next level. In the very back of the room, there is a hall with a portal at the end of it. The key from the librarian opens this. Dont forget to gather your party before you go there. The Mobs here seems to range from 30 to about 34.
Tip: An Angry Librarian (Level 35) - This keymaster is much like the Floor 1 keymaster. It can pop out of either a Ghostly student or a Ghostly Scholor along the bookcases. I've never heard or seen this mob spawning out of the Librarian or Assistant. Nor the Ghostly Teacher either.
Level 3 Need
Frosty Key to go to 4th Floor.
This is the kitchen/staff level. There are skeleton maids and butlers, shadowbeast cooks, an angry cook and an enraged cook, as well as skeleton sleepers and armored shadows. An Enraged Shadow Beast drops the key you need to get to level 4. Mobs here range from the low 30's up to around level 40.
Tip: An Enraged Shadow Beast (Level 34) - This keymaster is again like the Floor 1 keymaster. It can pop from basically any mob on this floor with the exception of An Angry Chef. So kill everything and you may get lucky and find him quickly or get unlucky and end up clearing the floor twice or more.
Level 4 Need
Small Rusty Key to go to 5th Floor.
The Crypt area. This area consists of shadows and various mummies, and looks like an Egyptian crypt. The key to level 5 is on a named witch. She will spawn after killing the named mummy.
Tip: Cara Omica (Level 44) - This mob is a trigger spawn. It only spawns in one place, in her casket near the warp window to level 5. To get her to spawn can be one of 2 ways. First, you have to kill mobs around the entire floor to get Amontehepna to spawn. Amontehepna is the trigger. Once you find and kill the named Zombie, Cara Omica will spawn in her casket.
Level 5 Need
Bone Finger Key to go to 6th Floor.
There is a wedding going on here. Feel free to crash the party. Several nice items are dropped by members of the wedding party. The Mob levels seem to range from the mid 30's to the mid 40's. The key to level 6 drops off of an Enraged Relative.
Tip: An Enraged Relative (Level 45) - This mob is much like the Floor 1 keymaster once again. But he does have strange spawn habits. He seems to spawn everytime you kill An Undead Usher. He doesn't spawn from every mob on the floor, but mostly from any mob within the wedding room. This mob is a toughie so be ready!
Level 6 No Key is required to go to the 7th Floor.
The level is full of guardians. The key to level 7 is dropped by a Djinn named Vhal'Sera.
Tip: Vhal'Sera (Level 45) - This mob is a trigger spawn. He spawns on floor 6B in the room with water on the floor with bats flying around. To get him to spawn, you must kill the An Ice Shade in the Trap room on Floor 6A. This is the only Ice Shade with a pet and it looks like a regular spectre. Once you kill him, it will spawn Vhal'Sera on 6B. Becareful, he has a nasty charm spell!
Level 7: This level consists of a a large room plus a set of stairs to a mirrored room. The boss of the tower is named Tserrina. She resides here. All but one of the mirrors will teleport you outside. One of them is locked, and is supposed to be the way to level 8.
Tip: Tserrina Syl'Tor (Level 51) - She is tough! She is a high level 51 mob and you better have at least a good rounded group of 50s or a group of 2 or 3 of level 60s to take her down. Only one mob on the 7th floor will spawn her. The Shrouded Bats. You can find the bats in one of 4 rooms down a hallway. You can tell if the bat you are fighting will spawn Tserrina by one way. If your level 51, the bat will con lite blue. At level 55, the bat will con green. But if your higher level, you can notice because the bat will have less hitpoints and easier to kill then the others.
Level 8: This is the top level of the Tower. Nobody has figured out how to get here yet.
