This happened to me after some LD problems, and difficulties getting back into the game. When I finally arrived, there were all 10000 "hint" windows that newbies see and all my hotkeys were gone. Some guild help (thanks Malbro) led me down the path to fixing it, but thought I'd lay it out here in case it happens to you.
First off, I think the problem was that when trying to log on, and I clicked "play" I didn't get an immediate response, and so clicked it again. Sometimes I'd get "can't connect to server" or other such things. In English, I think I "confused the game." Once I was in, that's when I noticed the hint windows and missing hotkeys.
Based on the advice I was given, I logged out and found that two new character-based files for Drexxell were now in my EQ directory and they were the reason my hotkeys were gone. It looked like this:
New files:
"UI_Drexxell_.ini"
"Drexxell_.ini"
In the same directory, still intact, were the CORRECT versions of these files:
"UI_Drexxell_veeshan.ini"
"Drexxell_veeshan.ini"
Note that the new files have no SERVER name in the file name (FYI, server names replaced server numbers [veeshan used to be "35"] in file names sometime in the last few months). I deleted the two new Drexxell files and logged back in and everything was back to normal.
I'm not sure if my guess on the cause is correct, but the solution is correct.
